Данная ошибка означает, что одна из зависимых системных служб остановлена и не может быть запущена.
Зачастую это Windows Update или Delivery Optimization.

В моем случае, с помощью wub была заблокирована служба обновлений. Разблокировка починила проблему.
В вашем случае, служба обновлений могла быть сломана иным способом. Необходимо искать индивидуальное решение.
